Entering by boat: Montenegro
What to do to enter Montenegro by sea: the procedures, the papers to present and the ports where you can clear in.
Check with the authorities before you leave (last checked on 28 October 2026).
Before you arrive
- Online procedure: Vignette (permis de croisière) à la capitainerie
The steps
- Q flag and courtesy flag; call the harbour master on VHF 16.
- Crew stays on board until formalities are complete.
- Border police, then Customs, with the crew list.
- Harbour master: vignette, then sojourn tax.
- On departure: crew list endorsed, leave within 24 hours.
Papers to have on board
- Passports for the whole crew
- Visas, if your nationality requires them
- Crew list
- Boat papers (registration certificate)
- Insurance certificate
- Skipper’s licence
Good to know
- Go straight to a port of entry before anchoring or stopping anywhere; a fine was reported for arriving at Ulcinj, which is not a port of entry.
- Monitor VHF 16 (and 11, VTS) on approach; the navy may call and ask name, flag, last port and destination.
- A nautical sojourn tax is due on top of the vignette.
- Montenegro is outside Schengen: coming from Croatia, clear out of Croatia first (EES).
- Tax-free diesel possible after outward clearance, by appointment (often through an agent).
