Entering by boat: Federated States of Micronesia

What to do to enter Federated States of Micronesia by sea: the procedures, the papers to present and the ports where you can clear in.

Based on official sources, checked on 29 October 2026.

Before you arrive

The steps

  1. Before leaving: send the vessel entry permit application to Immigration in Pohnpei (crew list, passports, boat papers).
  2. Fly the Q flag and call the port authority before entering (Pohnpei: VHF 10 or 16).
  3. Go alongside or anchor where the port tells you; immigration, customs and quarantine board or see you at their office.
  4. Pay port and quarantine fees, then clear in and out again in each state you visit.

Papers to have on board

  • Passports for the whole crew
  • Crew list
  • Boat papers (registration certificate)
  • Biosecurity declaration
  • Vaccination certificates

Good to know

  • A vessel entry permit ('cruising permit') is required before arrival; USD 1,000 fines have been reported in Yap and Pohnpei for boats without one.
  • Clear in and out in each state (Kosrae, Pohnpei, Chuuk, Yap), only at an official port of entry (FSM Code, Title 18).
  • Permit processing times vary widely (3 days to several months): apply early and keep a paper copy of the application.
  • Permit validity not confirmed by an official source: 30 days renewable, 6 months or one year depending on reports.
  • Overtime is charged in the evening and at weekends; port and quarantine fees vary by state.
  • The FSM Code also lists Temwen Harbor (Pohnpei) as a port of entry, not mapped here for lack of a sourced position.
