Entering by boat: Dominica

What to do to enter Dominica by sea: the procedures, the papers to present and the ports where you can clear in.

Check with the authorities before you leave (last checked on 28 October 2026).

Before you arrive

  • Online procedure: SailClear (toujours demandé par les autorités) ; carte ED en ligne facultative pour les plaisanciers — sailclear.com

The steps

  1. Pre-register on SailClear.
  2. Anchor (or take a PAYS mooring) in Portsmouth, or go to Roseau.
  3. Present documents to customs and immigration (or use PAYS in Portsmouth).
  4. Ask for combined in/out clearance for a short stay.

Papers to have on board

  • Passports for the whole crew
  • Crew list
  • Boat papers (registration certificate)
  • Outward clearance from the previous country

Good to know

  • Two ports of entry: Portsmouth (Prince Rupert Bay) and Roseau.
  • Clear in and out at once if staying no more than two weeks (check: older reports say one week in Roseau).
  • Online ED card (edcard.dominica.gov.dm) reported in 2025-2026: it does not replace SailClear.
  • Roseau: office hours poorly kept according to a 2026 report; in Portsmouth the PAYS association can handle the paperwork (EC$80 in January 2025).
